Seems like the problem is solved. Here's what i did

Widen the corridors
Reshaped three circuits,by
A. reducing angle of first two corners
B. increasing distance between turns 1,2 and 3
C.alter starting grid by increasing stagger
D. moving start line 20m back from turn one, increasing run down to 1

Also

changed game play setting from semi-pro to simulation
increased AI ability from 119% to maximum 120%

It's not perfect, still drive a bit conservatively for the first few corners and resist diving p the inside and passing multiple cars, but definitely better. Now instead of going from last to 5th in half a lap it's more like last to 25th and the AI driving much more racey.

Update for this issue, further improvements have been made by adjusting levels in the track's .AIW file

WorstTime=(0.850000)
MidTime=(1.0000)
BestTime=(1.240000)
WorstAdjust=(0.8000)
MidAdjust=(1.0000)
BestAdjust=(1.2000)

AIRange=(0.8000)

It's made the AI far more competitive, qualifying is better, and battling through the field is more work.
