could anyone make a mod of the european series GT4 for GTR2?

Since my mod knowledge is basically minimum and i only install and enjoy,i don't know how to make my own mods,so could anyone make a mod of the european series GT4 for GTR2? it would be cool,and if there's already a European series GT4 Mod,could anyone give a link to download it? coz' i've been looking for a mod of that category for months and i haven't found anything (also i apologize if this post is not meant to be here or something coz' it's my first post
