How to make mods for gtr2

Then, I have searched in several forums related to the game the way to make my own mods, but nowhere do they tell me what I need to start
Can any of you tell me what they use to make them?

Usually people that make mods choose one of those 3. Also, people who make car mods usually start as a skinners as that allow them to learn file structure which is definitely needed for putting new cars in game.

I want to learn how to do everything, be it cars, tracks or paintings, but I would like to know what programs I need to make mods ...

100% you need 3dSimed. It's needed to import/export a mesh to GTR2. If you want to paint skins you need Photoshop, Gimp or Paint.net.
Another important program is Geditor (to open/create/edit .gtr files).
